Hey, I'm new to speedrunning and I was reading that Retroarch is banned. Is it banned outright, or just certain emulators? If it's only certain ones can someone tell me which ones?

My goal is to get Under 3 hours in Pokémon Red/Blue any% glitchless.

Every board will have rules themselves including what emulators are allowed, so your best bet is to specifically go to the Pokemon Red/Blue boards and see what's allowed for runs in the rules. If it's still not clear, asking either in the game's forums or (even better) asking in their official discord would be the best way to double check.
